Floating Homes Gain Ground as Sea Levels Rise

Architects are designing entire neighborhoods of houses that float, rising and falling with the water beneath them.Rather than fighting rising water with taller levees, some coastal cities are embracing amphibious and fully floating construction anchored to flexible mooring posts. The homes sit on hollow concrete or foam pontoons and connect to shore via flexible utility lines that can stretch as the structure moves. Early adopters report the buildings ride out storm surges that would flood a conventional foundation, though insurers are still working out how to price the risk.
